Why people order it
foreign visas and residence permits, foreign citizenship, international adoption, personal record review and correction (usually apostilled by US Department of State)
Legal limits
Only the subject can request; not usable for US employment or licensing (state ID bureau instead). Third parties may assist only via FBI-approved channelers (contracted; US citizens/LPRs in the US). We cannot order on someone's behalf without becoming a channeler.
