Only the person concerned can obtain it, directly from Licensing Authority, Ministry of Transport and Road Safety (רשות הרישוי, משרד התחבורה והבטיחות בדרכים). gov.il > Ministry of Transport > 'Issuing a driving licence' (הוצאת רישיון נהיגה) > test fee payment > enter learner's ID > select test type and licence class > pay by card (path not opened: gov.il blocks automated access). Theory test registration and its payment are done on the test operator's site.
