Legal limits
Online the seller and buyer must each log in personally; a third party can act only at Israel Post with a signed power of attorney and the original IDs. Power of attorney cannot be given using a passport, by a minor or by a person without Israeli citizenship; notarised or consular power of attorney accepted when the party is abroad.

Only the person concerned can obtain it, directly from Licensing Authority, Ministry of Transport and Road Safety (רשות הרישוי, משרד התחבורה והבטיחות בדרכים). Online: my.gov.il personal area (seller) > 'Vehicle licence' tab > 'Ownership transfer' > start transfer > enter buyer's ID > buyer approves in own personal area > seller clicks 'pay the fee' and pays within 10 minutes. In person: Israel Post branch counter with originals.
