Legal limits
Decree-Law 115/2025 (27 Oct 2025, in force early Nov 2025) amended Lei 89/2017 art. 19: online access only for persons who demonstrate a legitimate interest (after CJEU 22 Nov 2022 ruling); every access logged for 5 years; owners may request restriction (art. 22). RCBE data is not proof of legal status. Reselling RCBE data to the general public is not permitted.
