In public-sector mode a "matter" becomes a "request" and a "client" a "resident". Each request gets an owner, a due date and tasks, and every update is kept — so the resident can be told what happened to the request.
Tenders are recorded with their submission date, and the contract signed at the end goes out for digital signature with an audit trail.
